If democracy is government 'of the people, by the people, for the people', as described by Abraham Lincoln in his immortal Gettysburg Address, it presupposes that governance born of such auspicious lineage will be directed solely to the public welfare. Unfortunately, such is not the case. As the Bangalore Declaration reiterates, we in India have a long way to go to achieve this ideal; more often than not, public governance leaves much to be desired. A need to diagnose the causes of the ills that have long bedeviled the system has long been felt, but again, it was AIMA – the All India Management Association – that finally decided to take the initiative...and that too in no uncertain manner. In doing so, AIMA was simply vindicating its stand that good governance and sound management need not be strange bedfellows. On the contrary, like any successful partnership, the two are mutually dependent.
This indeed is the rationale behind the creation of AIMA's now-famous Centre for Public Governance, mooted as an antidote for the gradual erosion of concern for the common man's priorities, and to re-sensitize people to the need for introduction of management principles hitherto thought to be the exclusive preserve of the private sector. The time-tested principles of planning, accountability, efficiency, commitment and productivity are as (if not more) pertinent to governance in the public domain as they are in the private sector.
